Airport Board
The Juneau International Airport (JNU) is a municipal airport. The airport is a department of the City and Borough of Juneau (CBJ). A seven-person board that is answerable to the CBJ Assembly governs the airport. They oversee the maintenance and operations of the airport while fiscal responsibility lies with the CBJ Assembly.

Americans with Disabilities Act Committee
In 1992, the CBJ established an ADA committee through Resolution 1585 to advise and aid the city manager and assembly to carry out the goals and provisions of the Americans with Disabilities Act as they directly relate to the City and Borough.
In 2007 the Committee was reestablished through Resolution 2429, removing the sunset dates from previous resolutions and reducing the committee from 9 members to 7 members.
The purpose of the committee shall be to advise and assist the Assembly and the Manager in implementing and carrying out the goals and provisions of the Americans with Disabilities Act. The committee may review the interim plan setting forth the City and Borough's efforts for compliance with the ADA; review of the policies, for compliance with ADA and promote public awareness of the ADA requirements; and undertake other tasks and assignments relating to the ADA as requested by the Assembly or the Manager.

Animal Hearing Board
The [board] shall hear appeals regarding the classification of dogs as potentially dangerous or dangerous, …and decisions on applications for reclassification of dogs under section 08.30.120.

Bidding Review Board
The Bidding Review Board shall hear protests as provided by Chapter 53.50 of the CBJ Purchasing Code

Board of Equalization
The Board of Equalization will begin its work again in April/May 2023 and are currently in need of board members. If you are interested in serving on the BOE, please hit the apply button and submit an application. The Board of Equalization (BOE), acting in panels, shall only hear appeals for relief from an alleged error in valuation on properties brought before the board by an appellant.

Building Code Advisory Committee
The Building Code Advisory Board reviews and proposes amendments to the building code. The Community Development Department provides staff to the committee.

Building Code Board of Appeals
Per CBJ 19.02.010.1, the Building Code Board of Appeals reviews appeals of the decisions and determinations of the building official or fire chief concerning the application and interpretation of the codes pertaining to building construction

Docks & Harbors Board
There is currently one vacant seat on the Docks & Harbors Board for an unexpired term. Application deadline is 4:30pm, Monday, February 26, 2024.
CBJ Code 85.02.060 tasks the Docks & Harbors Board as follows:
"(a) Subject to state laws and City and Borough ordinances, the City and Borough Docks and Harbors Board shall generally exercise all powers necessary and incidental to operation of all port and harbor facilities in the public interest and in a sound business manner..."CBJ 85.02.010 sets out the following with respect to board membership:
"There is established the board of directors of the City and Borough docks and harbors which shall be known as the City and Borough docks and harbors board and shall consist of nine members appointed by the assembly to serve without compensation for staggered three-year terms. City and Borough docks and harbors board members shall serve at the pleasure of the assembly. Terms shall commence on July 1. No board member, or member of a board member's immediate family or household, may be employed by the Harbors Department. To the extent possible, appointments to the City and Borough docks and harbors board shall include persons having marine, engineering, financial, or other skills relevant to port and harbor matters...." -
Douglas Advisory Board
The Douglas Advisory Board was originally created as the Douglas Service Area Advisory Board in 1970 when the City of Douglas unified with the City of Juneau and the Greater Juneau Borough to become the City and Borough of Juneau.
In 2007 the Assembly adopted Resolution 2331 which repealed the previous governing legislation for the board and recreated it as the Douglas Advisory Board giving it new focus to encompass issues related to all of Douglas Island rather than that portion of the island previously covered by the Douglas Service Area.

Eaglecrest Ski Area Board
The Eaglecrest Board oversees the management and operation of CBJ’s municipally owned ski area. With 4 lifts and 640 skiable acres, Eaglecrest is home to one of Southeast Alaska’s winter playground.
CBJ Code 67.05.020 states in part:
"(a) Subject to state laws and borough ordinances, the board of directors of the Eaglecrest ski area shall be responsible for the operation of the ski area according to the best interests of the public, shall make and enforce all rules and regulations necessary for the administration of the ski area under their management, shall prescribe the terms under which persons and groups may use the ski area, and shall establish and enforce standards of operation..."CBJ Code 67.05.010 provides in part:
"The board of directors of the Eaglecrest ski area shall consist of seven members appointed by the assembly to serve without compensation for staggered three-year terms. Members of the board of directors of the Eaglecrest ski area shall serve at the pleasure of the assembly. Terms shall commence on July 1. No board member, or member of a board member's immediate family or household, may be employed by the Eaglecrest ski area...." -
Eaglecrest Summer Operations Task Force
The purpose of the task force shall be to research and explore potential business models for the development of Eaglecrest for summer tourism growth. The goal is to better understand the range of business models, costs and potential revenues from possible summer operations investments.
Formation of the task force does not presume that expanding summer operations at Eaglecrest is a decision that the Assembly will make. Continuation of the current level of summer operations shall be further studied and brought forward as a better understood approach.
Duties for the Task Force shall include:
1. Researching examples of summer business investments that have been successful at other similarly sized ski areas, particularly focusing on any ski areas run by public entities or non-profit organizations.2. Better understanding the restrictions that are placed on the Eaglecrest Ski Area lands due to prior acceptance of Land and Water Conservation Fund grants.
3. Developing and understanding the pros and cons of business models that allocate the investment, risk and profit between Eaglecrest/CBJ and potential investors and/or tour operators.
4. Further analyze business case scenarios and proof test revenue and expenditure assumptions, including potential visitation levels, staffing levels and pricing approaches.
5. Develop understanding of public process necessary for consideration of possible approaches, including types of legislative authority that would be required for passage the Assembly.
6. Conduct a technical review of possible gondola alignments, tourist adventure rides and conveyance capacities of such systems.
7. Provide a review of pros and cons of provision of various types of adventure rides and amenities.

Historic Resources Advisory Committee
The Historic Resources Advisory Committee (HRAC), created in 1987, is a body of nine members of the community, appointed by the CBJ Assembly, which monitors the historic and cultural resources within the City and Borough of Juneau.

Hospital Board
The CBJ Assembly appoints the Hospital Board which governs Bartlett Regional Hospital. It is an enterprise fund, empowering the board with the responsibility for the economic viability and oversight of management of medical and operational issues.
CBJ Code 40.05.020 provides in part:
"(a) Subject to state laws and City and Borough ordinances, the hospital board of directors shall be responsible for the operation of all hospitals owned or leased by the City and Borough according to the best interests of the public's health, shall make and enforce all rules and regulations necessary for the administration of hospitals under their management, shall prescribe the terms under which patients shall be admitted thereto and shall establish and enforce standards of operation. The hospital board of directors shall, within the hospital appropriation, establish and may amend the pay plan for hospital employees..."CBJ 40.05.010 provides for board membership the following in part:
"The hospital board of directors shall consist of nine members appointed by the assembly for staggered three-year terms. Members of the hospital board of directors shall serve at the pleasure of the assembly. Up to two members of the hospital board of directors may be physicians in the community appointed from a list of those names submitted by the hospital medical staff. Terms shall commence on January 1. No board member, or member of a board member's immediate family or household, may be employed by the hospital..." -
Juneau Commission on Aging
The JCOA purpose is to advise the Assembly on issues regarding seniors in Juneau and to promote awareness of Juneau’s senior population, the quality of life of seniors; and the role of seniors in the social and economic life of Juneau.
The Juneau Commission on Aging was recently reestablished entirely by the Assembly through the adoption of Resolution 2802 and appointment of all new membership in December 2017. Resolution 2802 provides the following with respect to the membership make up of this new commission:
The JCOA shall consist of nine voting members appointed from the general public. Members shall be appointed to staggered two-year terms. The Assembly shall appoint members from a diverse population of people with knowledge of issues relating to aging or with expertise on health, housing, transportation, finances, insurance, and other areas of concern for seniors in Juneau. At least five public members shall be 65 years of age or older. Four public members shall serve without restriction as to age.

Juneau Commission on Sustainability
The Assembly created the Juneau Commission on Sustainability whose mission is to promote the economic, social, environmental, and governmental well-being of Juneau and all its inhabitants, now and in the future. The commission is made up of 9 public members and 1 Assembly Liaison and 1 Planning Commission liaison. The Assembly and Planning Commission liaisons are non-voting ex-officio members.

Juneau Economic Development Council
JEDC is an independent not-for-profit corporation governed by a board of directors consisting of nine members charged with preparing an economic development plan for the community and facilitating applications for state and federal assistance. The JEDC Board membership consists of 7 public seats, CBJ Mayor (and Mayor's alternate), UAS Chancellor, 1 Organized Labor Seat, and 1 Non-Profit Environmental Seat.

Juneau Human Rights Commission
The JHRC is tasked with developing educational and informational programs to bring about the prevention and elimination of all forms of discrimination and to advise the Assembly concerning solutions to specific problems of prejudice or discrimination.

Juneau Public Libraries Endowment Board
[Resolution 1609] Section 2. Board Powers. (a) The Board shall advise the Director of Libraries regarding the Juneau Public Libraries Endowment Fund, which shall be composed of all gifts and donations over $2,000.00 made to the Juneau Public Libraries. Fund monies shall be maintained in a trust account managed by the City and Borough Treasurer for the purposes of augmenting the Juneau Public Libraries' budget and not supplanting normal operational funds. (b) The board shall make such recommendations regarding the fund as will preserve the principal, including the use of interest income to protect the value of the principal from devaluation due to inflation. The board shall determine annually whether and how much of the interest income is to be expended each year for the benefit of the libraries and to accomplish the goals of the donors to the fund.

Local Emergency Planning Committee
The LEPC serves as a community coalition advising staff on emergency management issues, reviews the emergency response plan for CBJ and functions, when necessary, as the local emergency planning committee under SARA Title III.

Parks & Recreation Advisory Committee
Effective April 30, 2023 the current committee sunset per Ordinance 2022-64(b)(am) and a new PRAC was appointed June 12. The first meeting of the new PRAC is August 15. The Parks & Recreation Advisory Committee (PRAC) is charged with advising for planning and development of juvenile and adult recreation within CBJ and is to advise the Assembly and the Parks and Recreation Department Director on issues affecting parks and recreation and its corresponding recreation facilities in the community.

Personnel Board
The Personnel Board administers “Labor Relations” per CBJ 44.10, conducts hearing of employee appeals as provided in the personnel rules; reviews and makes recommendations to the manager on the personnel rules and other duties outlined in CBJ 44.10.

Planning Commission
The Planning Commission (PC) performs the area-wide functions of planning, platting and zoning. They also serve as the Board of Adjustment for variances. The PC reviews and recommends updates to the Assembly of the CBJ Code and Comprehensive Plan.

Sales Tax Board of Appeals
The Sales Tax Board of Appeals (STBA) provides an appeal mechanism for controversies involving taxable sales, sales taxes, penalties and interest, and exceeding $500.00, from decisions of the manager as provided under CBJ 69.05.180.

Sister Cities Committee
The Sister Cities Committee advises and assists the Assembly with respect to the CBJ's ongoing sister cities relationship, hosting foreign guests, and promotion of international relations.

Systemic Racism Review Committee
The Committee is charged with (1) Developing criteria to advise whether legislation likely includes a systemic racism policy or implication; (2) Reviewing all ordinances after introduction and before public hearing to advise whether the ordinance likely includes a systemic racism policy or implication; (3) Reviewing all resolutions to advise whether the resolution likely perpetuates systemic racism; (4) Presenting options for curing the potential systemic racism or implications; and (5) Presenting the Committee’s analysis and conclusions timely to the Assembly in a short statement for each item of legislation.
Member Qualifications:
The Assembly shall appoint members of the Committee to staggered three-year terms. Members shall be selected to provide the most balanced representation possible. Members shall have experience identifying unlawful discrimination—including based on race, color, or national origin—experience identifying social justice inequity, or intimate knowledge of local cultures and practices, including tribal culture and practices. -
Utility Advisory Board
The purpose of the Utility Advisory Board is to advise the Assembly on issues relating to water and wastewater utilities including long range planning, fiscal matters, and setting of utility rates as needed.

Visitor Industry Task Force
The purposed of the CBJ Visitor Industry Task Force shall be to provied helpful advice to the Assembly and to advance community thinking on a range of visitor industry topics {see charging document for full breakdown}.
The members shall serve until completion of their tasks which are proposed to be completed and reported to the Assembly by February 28, 2020. The committee shall expire within six months from October 14, 2019 unless extended. The committee shall report to the Committee of the Whole.

Youth Activities Board
The Youth Activities Board (YAB) prepares and reviews grant applications for youth activities of an athletic, cultural, artistic or academic nature and makes recommendations to the Assembly for the allocation of those grant funds annually.
